The City of Waterloo's interior renovations page says you typically need a building permit when you:
- Add or remove walls, or make structural changes.
- Add or change plumbing, including new fixtures at an existing rough-in.
- Change or add insulation, or change how you heat the space.
- Change the use of the space.
Replacing a plumbing fixture with the same type in the same location doesn't need one, according to the City's check if you need a permit page. Review typically takes 10 business days from a complete application. In 2026, interior renovations are $0.62 per square foot with a $132 minimum, and the City doubles the fee if construction starts before the permit is issued. Electrical work is separate everywhere in Ontario: the Electrical Safety Authority says almost all of it must be reported through a notification of work before it starts, by a Licensed Electrical Contractor.
