The City of Kitchener's when you need a building permit page is clear, though it notes it isn't a complete list:

  • Permit needed: adding or moving plumbing fixtures; removing a load-bearing wall, column, lintel or beam; re-insulating walls, ceilings or floors; a new window or door, or a wider opening.
  • No permit: painting, tiling, cabinets, countertops and similar finish work; replacing a toilet, bathtub or sink in the same location; removing a non-load-bearing wall in a single, semi-detached or townhouse home.
  • Timing and fees: the City reviews residential applications within 10 business days. In 2026, interior alterations are $0.37 per square foot with a $95 minimum, plus a $250 rebate fee that is refunded when the final inspection passes.
  • Heritage: on a designated property, or in one of the four heritage conservation districts (St. Mary's, Upper Doon, Victoria Park and Civic Centre), you may need a heritage permit as well.

Kitchener doesn't review or inspect electrical work itself. Electrical work is separate everywhere in Ontario: the Electrical Safety Authority says almost all of it must be reported through a notification of work before it starts, by a Licensed Electrical Contractor.
