The City of St. Thomas says a building permit is generally needed for:
- Renovations or alterations.
- Plumbing work, fixtures and associated service systems. The City's plumbing permits page includes repairs and replacements, so check even a like-for-like swap.
- Building additions, and structures over 10 square metres (108 sq. ft.).
It is the property owner's responsibility, or their authorized agent's, to get the permit before work starts. Plan review takes 10, 15, 20 or 30 business days depending on the project, according to the City's permit process page. Questions go to Building Services at 519-633-2560. Electrical work is separate everywhere in Ontario: the Electrical Safety Authority says almost all of it must be reported through a notification of work before it starts, by a Licensed Electrical Contractor.
