The City of Hamilton's building permit requirements page spells out the lines for interior work:
- Permit needed: adding or removing walls, load bearing or not; new or relocated plumbing; new, bigger or moved door and window openings; installing or replacing drywall and insulation; new or replacement ductwork.
- No permit: minor millwork, cabinetry and flooring; painting or decorating; replacing plumbing fixtures in the same location; replacing windows with the same size in the same place.
- Contractor licence: Hamilton requires every contractor to hold a valid Trade and Contractor Licence, and a permit application must give the licence number of the contractor doing the work.
- Heritage: on a designated property, the City won't issue a building permit until a Heritage Permit is approved. Interior work usually doesn't need one, unless the designation names interior features.

Hamilton works the fee out from the floor area of the work, with a minimum permit fee of $291 in its posted fee schedule, paid in full when you apply. Inspections are completed within 2 business days of a request. Electrical work is separate everywhere in Ontario: the Electrical Safety Authority says almost all of it must be reported through a notification of work before it starts, by a Licensed Electrical Contractor.
