The GTA is not one building department. Ontario's Ministry of Finance defines it as the census divisions of Toronto, Durham, Halton, Peel and York, and every city in it issues its own permits. Here is what the biggest ones say about kitchens and bathrooms:

  • Toronto: installing cabinetry and millwork, and repairing or replacing plumbing fixtures, need no permit. Adding or removing walls, and installing or modifying plumbing, do. House applications are reviewed within 10 business days. 416-397-5330 or 311.
  • Mississauga: cabinetry, and replacing a sink, tub, toilet or shower in the same location, need no permit. Interior alterations, and adding, removing or relocating a fixture, do. First review of residential applications: 10 business days. 311 (905-615-4311).
  • Brampton: installing kitchen or bathroom cupboards without changing the existing plumbing needs no permit. Home renovation applications are reviewed within 10 business days. 905-874-2401.
  • Vaughan: replacing kitchen or bathroom cupboards and countertops, and replacing existing plumbing fixtures, need no permit. All structural alterations do. Single-family dwellings: 10 business days. 905-832-8510.
  • Markham: kitchen or bathroom cupboards, and replacing plumbing fixtures, need no permit. Adding, removing or altering a non-loadbearing partition, or roughing in a bathroom, does. Houses: 10 business days for a complete application. 905-475-4858.
  • Richmond Hill: installing kitchen or bathroom cupboards needs no permit. Altering the interior, or altering a plumbing or HVAC system, does. House permits: you hear back within 10 business days. 905-771-8810.
  • Oakville (Halton): replacing existing cabinetry, sinks, faucets and toilets typically needs no permit. Removing walls, adding or enlarging windows, and adding or relocating plumbing fixtures do. 905-845-6601 ext. 7377.
  • Burlington (Halton): painting, decorating, millwork, and replacing plumbing fixtures of the same type in the same location, need no permit. Plan review within 10 business days of a complete application. 905-335-7731.

Toronto's 2026 fee schedule charges $11.53 per square metre for interior alterations in residential buildings, with a $214.79 minimum, so a typical kitchen pays the minimum. Electrical work is separate everywhere in Ontario: the Electrical Safety Authority says almost all of it must be reported through a notification of work before it starts, by a Licensed Electrical Contractor.

Do you work in Toronto and the GTA?

Yes. We work across Toronto, Peel, York, Durham and Halton, including Oakville and Burlington, with a fixed, itemized quote for every kitchen and bathroom.

Do I need a permit to renovate a kitchen in Toronto?

Toronto says installing cabinetry and millwork, and repairing or replacing plumbing fixtures, don't need a permit. Adding or removing walls, and installing or modifying plumbing, do. New wiring needs an ESA notification.

How long does a building permit take in the GTA?

Toronto, Brampton, Vaughan, Markham, Richmond Hill and Burlington all aim to review a complete house or home-renovation application within 10 business days, and Mississauga does its first review in 10. Mississauga puts the average total for a residential alteration at 7 weeks.

What does a kitchen renovation cost in the GTA?
